Clarification of MSN 1874 amendment 7 correction relating to IEC 62288 standard and UK/4.29 - Voyage Data Recorders: UK23/N001

UK approved recommendation UK23/N001 clarifying the update to MSN 1874 amendment 7, relating to item UK/4.29 - Voyage Data Recorders, that introduced a correction in relation to EN 62288:2013 and IEC 62288 Ed.2.0:2014-07.

1. Question

The publication of MSN 1874 amendment 7 introduced a correction in row 2 of UK/4.29 - Voyage Data Recorders. This corrected EN 62288:2014 to EN IEC 62288:2022, and corrected IEC 62288 Ed.2.0:2014-07 to IEC 62288 Ed. 3.0:2021. By introducing a correction rather than a new row to implement this standard, was it the intention to introduce an overnight change?

2. Recommendation

Introducing the update to these standards through a correction has inadvertently resulted in a requirement to comply with the new standard retrospectively from 1 July 2022, whilst simultaneously ending acceptance of EN 62288:2014 and IEC EN 62288 Ed.2.0:2014-07.

This was not the intention, and therefore EN 62288:2014 and IEC 62288 Ed. 20.0:2014-07 will continue to be accepted until 30 June 2025 for Voyage Data Recorders (UK/4.29). This is in line with MSC.466(101), which amends MSC.191(79) regarding the performance standards for the presentation of navigation-related information on shipborne navigational displays.

MSN 1874 amendment 8 will amend the requirements for UK/4.29 - Voyage Data Recorders accordingly, and in the meantime the following requirements should be followed until this is formally implemented when the next update to MSN 1874 is issued:

  • MSN 1874 amendment 7 should be interpreted to have instead introduced a last placing on board date for UK/4.29 row 2 of 30.06.2025, rather than a correction.

  • In addition, the introduction of EN 62288:2022 and IEC 62288 Ed. 3.0:2021 in row 2 of MSN 1874 amendment 7 should instead be interpreted as having introduced a new row for UK/4.29 (a ‘row 3’), identical to row 2 – but updating EN 62288:2014 to EN 62288:2022, and IEC EN 62288 Ed.2.0:2014-07 to IEC 62288 Ed. 3.0:2021.

In the meantime, this Recommendation should be followed by UK Approved Bodies, manufacturers, and other interested parties.
