Guidance update June 2025
This page contains new guidance and templates published in June 2025 for use with new schemes.
Schemes which have approved monitoring and evaluation plans in place under the existing framework should continue to use the 2012 monitoring and evaluation framework. See the ‘Existing schemes’ document on this page.

A 2025 update to the benefits management and evaluation framework, to be used by all scheme promoters of new local authority major schemes. This document includes details of the requirements for scheme promoters as well as guidance for best practice evaluation.

A template for scheme promoters to use when completing their benefits management and evaluation plan. To be completed and submitted to DfT prior to approval of the full business case.
Local authority major schemes: year 1 benefits management and evaluation post-opening report template
A template for scheme promoters to use when completing their year 1 post-opening report, detailing the scheme outputs and lessons learned. To be completed 1 year after the scheme opening.
Local authority major schemes: year 3 benefits management and evaluation post-opening report template
A template for scheme promoters completing their year 3 post-opening report assessing the outcomes, impacts, and value for money of the scheme. To be completed once 3 years of data has been collected post scheme opening.
Existing schemes
Schemes which have approved monitoring and evaluation plans in place under the existing framework should continue to use the existing 2012 Monitoring and Evaluation Framework.
