MIN 669 (M+F) Amendment 1 - Reporting emissions data into the UK MRV regime

The Department for Transport informs ship operators and verifiers to prepare for emissions data reporting compliance required under the legislation underpinning the UK MRV regime.

From July 2026, the United Kingdom Emission Trading Scheme (UK ETS) will expand to the maritime sector and introduce a new digital system for Monitoring, Reporting and Verification (MRV), as set out in SI 2026/392. This replaces the approach in Marine Information Note (MIN) 669.

Data for 2025 must still be verified in accordance with MIN 669, but no Annual Emissions Report (AER) for 2025 is expected to be submitted.

This notice should be read with The Merchant Shipping (Monitoring, Reporting and Verification of Carbon Dioxide Emissions) (Amendment) (EU Exit) Regulations 2018.

This MIN has had its expiry date extended from 31 December 2024 to 31 December 2025.

This notice provides information from the Department for Transport about preparations to be made by ship operators and verifiers in order to comply with the emissions data reporting required under the legislation underpinning the UK MRV regime.
