Agenda item 1 – Welcome

1. Brian Bell opened the meeting.

Agenda item 2 - Home Office, MAC Secretariat and MAC updates

2. Oliver Carlisle provided an update on Home Office business. The Student and Child Student routes were launched this week, and the Skilled Worker route will be launched later this year. The Immigration Bill has completed the report stage in the House of Lords. The EU Settlement Scheme has now received over 4 million applications.

3. Toby Nutley provided an update on secretariat business. We have formally accepted the new commission on Intra Company Transfers, with the report due in October 2021. The Framework document which outlines the terms of reference for the MAC has been updated is now live on the website. We are still waiting on hear back from ministers on committee member recruitment but will shortly have more staff joining the economics team within the Secretariat. DWP have agreed to share ASHE data. The literature review is almost complete, and we hope to publish this shortly.

4. Brian Bell gave an update. He has taken part in various interviews and meetings to discuss the SOL review. He has also been involved with discussions with the NFU who are concerned about the future of the Seasonal Agricultural Workers Scheme. It is likely that we will provide comment on this in our annual report as part of the review of our previous recommendations.

Agenda item 3 - Post SOL launch update – to include media coverage, Home Office progress with recommendations etc.

5. The secretariat provided an update on the SOL launch. The secretariat have been clarifying some parts of the report and picking up minor corrections. Guidance has gone to ministers regarding our recommendations.

Agenda item 4 - Lessons learned review of the SOL

6. The committee members and the secretariat discussed learning points from the SOL commission.

Agenda item 5 - Annual report – content and plans

7. The secretariat provided an update on the annual report with committee members providing feedback on the draft format and plans. There are 2 more committee meetings before publication.

Agenda item 6 - ICT commission – outline plans

8. The secretariat provided an update on the proposed plans for the ICT commission, including ‘teach-in’ sessions and research plans.

Agenda item 7 - Evaluation update

9. The secretariat provided an update on plans for evaluation. Committee members were asked to send comments on the paper on sampling.

Agenda item 8 - Data update

10. The secretariat provided an update on data. We are due to receive ASHE/MWS data soon. Work is ongoing to secure access to several other datasets.
