Agenda item 1 – Welcome and introductions.

1. The chair introduced Fraser to the MAC secretariat. He also thanked Maria Del Castillo and Tracy Liennard for their work in the MAC as both are leaving for new roles outside the MAC.

Agenda item 2 – Home Office, MAC Secretariat and MAC updates

2. Paul Regan updated the MAC on Home Office business. The Home Office is awaiting a new Prime Minister and with a potential Cabinet re-shuffle possibly a new Home Secretary. The EU settlement scheme has been operating well so far. Paul provided an update on HO stakeholder engagement.

3. Jennifer Bradley updated on MAC secretariat reappointments as well as discussions with other government departments on the new Salary threshold commission. The internal tailor review is near complete and will provide recommendations for the MAC. A number of meetings have been held including Go-Science and others who are looking to learn from the MAC’s approach to undertaking a call for evidence.

Agenda item 3 – Salary threshold work plan

4. Maria Del Castillo talked through the work plan including timings for access to data, analysis and research, the on-line form and stakeholder engagement. Agreement was reached on the scope of the salary threshold. The timing was discussed as to the workplan.

Agenda item 4 – Salary threshold scenarios

5. Professor Alan Manning led a discussion on the range of scenarios for the salary threshold to help inform the process of evidence gathering and analysis to provide for the final recommendations.

Agenda item 5 – Salary threshold modelling and methodology

6. Peter Gambrill presented the modelling choices that could be used to model the implications of different sets of immigration policies. Options included using existing Home Office and Treasury models.

Agenda item 6 – Update on previous external fiscal research

7. Richard Cahill gave an update on utilising an external research organisation to provide an updated fiscal report.

Agenda item 7 – Salary threshold online form

8. A draft of the questions for the online form were discussed and potential additional questions and changes were raised.

Agenda item 8 – Stakeholder engagement

9. Tracy Liennard explained the proposed stakeholder engagement plan. It was agreed to put more focus on the stakeholder panel and to consider the tailor review recommendations for stakeholder engagement.
