Agenda item 1 - Welcome and introductions

1. The minutes for the February MAC meeting were agreed.

Agenda item 2 - Home Office, MAC Secretariat and MAC updates

2. Paul Regan updated the MAC on Home Office work. Brexit planning is dominating the work of the Home Office at present. The latest net migration statistics were published in February. Immigration Rules changes have been laid including changes to the investor route and entrepreneur route. The Home Office is undertaking extensive stakeholder engagement on the Future Borders and Immigration System White Paper.

3. Jennifer Bradley, on behalf of the MAC Secretariat, updated the Committee on the stakeholder engagement the MAC has undertaken, including in Belfast and Edinburgh, and meetings with other government departments. Richard Cahill was welcomed back to the MAC.

4. Alan Manning gave an update on his attendance at the regional roundtable in Cardiff and discussed the planning for the expanded role for the SOC.

Agenda item 3 - Update on SOL Draft Chapters

5. Peter gave an update on the overarching approach to the shortage occupation list (SOL) report, including the scope of the report, which SOC codes were eligible and how the SOL represents those SOC codes.

6. Individual sub-chapters leads discussed the SOC codes and initial views on shortages within health, engineering, teaching, professional services, arts and creative and information technology.

Agenda item 4 – COS data

7. Joshua Reeve gave an update on the Certificate of Sponsorship (COS) data and there was discussion as to how this was to be used in the SOL Report.

Agenda item 5 – Regional Engagement

8. Jennifer Bradley discussed the role a Northern Ireland SOL and a Welsh SOL could play.
