MHRA Strategy 2030 - Executive summary
Published 14 October 2026
Modern regulation for a changing world
The MHRA’s five-year strategy sets out how we are modernising regulation in response to rapid advances in science, technology and global healthcare.
We are a regulator that puts patients first, enables faster access to innovation, supports the safe adoption of new products and technologies across the health system and strengthens the UK’s position as a global life sciences leader.
At the heart of our new strategy is a simple but ambitious mission: Health and prosperity for all, through scientific excellence.
Our organisational values
Putting patients at the centre
The future of regulation is more open, transparent and inclusive. The MHRA is committed to making its regulatory decisions more transparent, improving access to information to support healthcare choices, and strengthening how patients and the public shape our decisions.
This is a shift from regulation done for patients to regulation shaped with them.
Delivering a faster, more predictable service
Timely regulatory decisions are critical for both patients and innovators. By 2030, the MHRA will be recognised as a fast, expert and open regulator, combining scientific rigour with sustained high performance and digital innovation to build confidence across the system and support faster adoption of safe innovation into clinical practice.
Strengthening safety in a data-driven world
As treatments become more complex, safety systems must evolve. The MHRA will move to continuous, real-time safety assurance using data, analytics and AI to identify safety risks earlier and respond more quickly, so we can continue to protect patients throughout the full lifecycle of medicines and medical devices.
Leading in science and innovation
Scientific excellence underpins effective regulation. By 2030, the MHRA will be at the forefront of regulatory science, ensuring regulation keeps pace with innovation and helping the health system prepare for the safe adoption of emerging technologies. We will build expertise in priority areas, such as advanced therapies, personalised medicines and AI.
Enabling tech and AI
Regulation is a powerful enabler of UK MedTech innovation and investment. The MHRA will deliver clearer pathways, earlier engagement, and faster routes to patient access for emerging technologies, while also supporting the development of innovative medicines. Working with the NHS and system partners, we will help support innovations to move efficiently from approval into clinical pathways; to enable readiness, adoption and scale. This aims to attract investment and accelerate patient access to cutting-edge technologies and treatments.
Setting the global standard for MedTech and AI
AI and digital technologies are driving the transformation of MedTech. The MHRA will deliver a reformed, modern regulatory framework that supports the safe, effective and equitable adoption of AI, helping health services deploy innovative technologies with confidence while setting a global standard for MedTech and AI which enables innovation and maintains public trust and confidence.
Working globally to deliver locally
Regulation is increasingly global. The MHRA will deepen key international partnerships to reduce duplication, strengthen supply chains and support faster access to innovation for UK patients, while enhancing the UK’s global influence.
Investing in our people
Delivery depends on expertise. We will invest in skills, leadership and culture to ensure the MHRA remains an expert, adaptable and high-performing organisation capable of responding to rapid change and with a culture of trust, openness and empowerment
A regulator for the future
By 2030, the MHRA will work to a new model of regulation. Our purpose will remain the same: to put patients first and improve public health. We will deliver our mission - Health and prosperity for all, through scientific excellence
