A signed memorandum of understanding (MoU) between the Secretary of State for Transport and the Welsh Cabinet Secretary for Transport and North Wales, as required by the Railways Bill.

As set out in the Secretary of State’s statement this MoU sets out a framework for how UK and Welsh governments will collaborate in the delivery of a more integrated, user‑focused railway – with transparent roles, responsibilities and governance that:

  • strengthens joint working between Transport for Wales and Great British Rail (GBR)
  • supports empowered local decision‑making
  • provides a platform for more coherent system planning and improved outcomes for rail users
