The Marine Licensing Top Tips document provides practical advice to help applicants submit and progress their marine licence applications. It has been developed through the Ports Sandbox, a joint initiative between the Marine Management Organisation (MMO) and the ports sector, working with the UK Major Ports Group (UKMPG).

Designed to complement existing statutory guidance, this resource consolidates key information, advice and insights that are often spread across multiple sources or gained through experience. It follows the marine licensing process step by step, from pre-application engagement through to determination, helping applicants understand what is required at each stage, identify common issues that can lead to delay, and prepare proportionate, well-evidenced applications.

The document follows the stages of the marine licensing process, from early pre‑application discussions through to determination. At each stage, it explains what applicants need to do, what information is commonly required, and where delays can occur. It highlights the importance of early engagement, providing clear and proportionate information, and keeping in regular contact with the MMO and consultees.

The Top Tips place particular emphasis on early engagement, clear and timely communication, and providing complete and appropriate information. They also explain expectations around validation, fee acceptance, consultation and escalation, and highlight approaches that have been shown to work well in practice.

This document is intended to be a living resource. It provides practical guidance while wider changes to marine planning and licensing processes are developed through the Marine Planning and Licensing Programme.
