MRN/LLM programme – schemes withdrawn and removed from the programme 2026

Following a review of 41 Major Road Network and Large Local Majors (MRN/LLM) programme schemes, it was confirmed in March 2026 that 16 MRN/LLM schemes will progress, subject to relevant business case approvals.

The review considered a number of factors including:

  • whether the schemes were affordable to local authorities and central government
  • how soon they could be delivered
  • their overall value for money
  • how well they align with the government’s priorities, including economic growth and housing development

Over the course of the review 10 schemes were withdrawn from the programme on the grounds that the promoting local authority can no longer afford its funding contribution. Those schemes are:

  • Aylesbury Eastern Link
  • Shipley Eastern Congestion Relief Road
  • West Quay Road  Realignment, Southampton
