MRN/LLM programme – confirmed schemes 2025

Scheme	Description
A259 (King’s Road) Seafront, Highway Structures (‘Arches’) Renewal Programme	Reconstruction of key structures, including arches and retaining walls supporting the upper seafront promenade forming part of the A259 coast road.
South East Aylesbury Link Road Continuing construction	Construction of a link between  A413 Wendover Road and B4443 Lower Road linking directly into realigned A4010 being delivered through the HS2 Hybrid Bill.
Middlewich	New 2.5 km single carriageway bypass to the east of Middlewich between the A54 Holmes Chapel Road (access to M6 J18) and A533 (Booths Lane) at Tetton Bridge.
A382 Drumbridges to Newton Abbot	Improvements including highway realignment and widening, upgrading of four junctions (including two new roundabouts), a new 0.4 km link road, and 3.5 km of shared use pedestrian and cycle paths.
A164/Jock’s Lodge Junction Improvement Scheme Continuing construction	Package to improve junctions and create a new roundabout on the A1079 with dualling on the A164.
A22 Corridor Package (East Sussex)	Package to improve junctions in the south Wealden and Eastbourne area of East Sussex.
Army & Navy Sustainable Transport Package, Chelmsford	Programme to improve a key junction to the south east of Chelmsford.  Expansion of two Park & Ride sites and Bus priority and active travel measures.
A127/A130 Fariglen Interchange Continuing construction	Programme to improve a major strategic junction in South Essex.
North Thanet Link (previously A28 Birchington, Acol and Westgate-on-Sea Relief Road)	Relief road providing an alternative route to A28 corridor, including widening and improvements to the existing Shottendane Road.
A582 South Ribble Western Distributor Upgrade	Reconfiguring key junctions along the A582 supported by technology improvements and active travel and bus improvements.
Dawson’s Corner and Stanningley bypass Continuing construction	Remodelling of signalised junction at ‘Dawson’s Corner’ and structural renewal of Stanningley Bypass.
A511 Growth Corridor	Package of measures, including improvements to 8 junctions, a dual carriageway and an extension to Bardon Link Road.
North Hykeham Relief Road	New dual carriageway to the south of the Lincoln urban area south of North Hykeham.
Gallows Corner (TfL scheme) Continuing construction	Replacement of life-expired infrastructure, originally designed as a temporary structure in the 1970s.
Tyne Bridge and Central Motorway A167 (M) Continuing construction	Major package of maintenance programmes to improve the Tyne Bridge and its associated trunk road, the Central Motorway East.
A10 West Winch Housing Access Road	New road to the east of West Winch, part dualling of A47 for a new housing development and traffic calming on the existing A10 road in the village.
A38 North Somerset (formerly Bristol Airport Access)	Improvement of four junctions.
A59 Kex Gill Continuing construction	New single-carriageway diversion of the existing A59 incorporating a climbing lane and associated junction changes to avoid areas prone to land slips.
A38 Manadon Interchange	Additional lanes on A38 off-slips on the A386 and on the A38 Parkway.
A374/A386/A364 Plymouth MRN Phase 1	Package of targeted improvements to key junctions including localised road widening.
A4123 Birchley Island	Major capacity improvement to the linked junctions of Birchley Island and M5 Junction 2.
A34 MRN Cheadle – Handforth Improvement Plan Phase 1 Continuing construction	Package of multiple improvements to A34 corridor in Stockport.
A12 Improvements (formerly A12 East of Ipswich and A12 Woodbridge schemes)	Package of seven junction improvements between the Seven Hills junction and Woods Lane.
A259 Bognor Regis to Littlehampton Enhancement	A programme to improve the A259 including Comet Corner junction and Bridge Road (Tesco’s) junction.
A595 Grizebeck Bypass Continuing construction	New single carriageway road between Chapels and Grizebeck on the A595 with a new junction with the A595/A5092.
A350 Chippenham Bypass Improvements - Phase 4 and 5 Continuing construction	Dualling of single carriageway sections to improve capacity and safety.
A350 M4 Junction 17 Improvements	A programme to improve capacity by installing traffic signals, widening lanes and altering slip roads.
A1237 York Outer Ring Road Dualling Ph 1	Dualling between the A19 at Rawcliffe and the A1036 Malton Rd at the Hopgrove junction with the A64.

MRN/LLM programme – schemes under consideration 2025

A4174 MOD Roundabout Improvements	Improve three junctions on the A4174 in South Gloucestershire between Filton Roundabout and M32 Junction 1.
A326 Waterside Improvements	Improvements to the A326 Corridor connecting into the M27 at Junction 2 and serving the Waterside area of the New Forest.
A426/A4071 Avon Mill/Hunters Lane Improvements	Enlargement of Avon Mill roundabout/ provision of new roundabout at A426 Newbold Rd-Hunters Lane / new short length of dual carriageway between the two roundabouts including new bridge over the River Avon.
A454 between Wolverhampton and East Park Gateway	Improvements to A454 Willenhall Road and Walsall Street/Lower Walsall Street to improve existing infrastructure for all transport modes.
A509 Isham Bypass	Dual carriageway bypass of Isham village to improve capacity of A509 and links to A14.
A650 Tong Street	Carriageway widening to 2 lanes in each direction and improvements to active travel facilities.
Blyth Relief Road	New east to west relief road to relieve capacity constraints on the A193 to the north of Blyth and the A1061 to the south.
Ely to Cambridge A10 Improvement (Dualling and Junction Improvements)	Upgrading the A10 route to dual two-lane standard and improving capacity and reliability of the junctions.
Shalesmoor Gateway	Replacement of existing Shalesmoor roundabout and widening carriageway links; and upgrades to junction at Rutland Road/Penistone Road.
Sheffield Innovation Corridor Road	A new 3.7km transport and active travel  corridor broadly parallel to the M1 between J34 (s) to J33 and running from the A630 at Catcliffe to the A6109 at Meadowhall.
Wigan East West	New east-west strategic route connecting J26 of the M6/M58 motorways with the A579 and providing an alternative link to the M61 J5 via the existing network (A577 / A58).
A229 Blue Bell Hill Improvements	Upgrade of junctions at either end of Bluebell Hill: A229/M2 J3 and A229/M20 J6.
A31 Farnham Corridor	On-line A31 underpass constructed at Hickley’s Corner. Replacement of traffic signals with a roundabout with slip lanes connecting to the A31.
A10 Corridor Scheme, Broxbourne	A10 junction improvements plus supporting sustainable transport measures.
A1079 Improvement Scheme, Wilberfoss	A new 2.2km dual carriageway on the A1079 at Wilberfoss including a new junction to improve access from Wilberfoss onto a key strategic route.
A1139 University Access	New north-facing on and off slips from the A1139 Fletton Parkway to facilitate access to the new university.
A1237 YORR dualling Phase 2 – Wetherby Rd to A19	Upgrade of single carriageway A1237 Outer Ring Road to dual carriageway standard from the junction with Wetherby Road, to the west of the City, to the junction with the A19, to the north.
A127 Corridor for Growth – Route Improvements	A package of active mode, highway and public transport improvements on the A127 between M25 Junction 29 and Noak Bridge, Essex.
A140 - A1120 Earl Stonham	Local bypass of Earl Stonham village.
A17 Pullover Junction	Improvement to the existing A17/A47 junction to alleviate congestion through grade separation.
A259 South Coast Road Corridor	Measures to enhance access to public transport and active travel facilities alongside localised road and junction capacity improvements.
A43 Northampton – Kettering Phase 3	Phase 3 of dualling of the A43 between the A45 and A14. Duals the stretch between Overstone Grange Roundabout and Holcot/Sywell Roundabout.
City Centre Road, Portsmouth	Upgrades to the MRN coming into the city from the M275.
M5 Junction 9 (OBC Development Costs only)	New or upgraded M5 Junction 9 plus bypass of Ashchurch on A46 (near Tewkesbury).
M5 J28	Improvements to junction to mitigate impacts of Culm Garden Village development.
Sunderland Strategic Transport Corridor Phase 4	Improvements to the A1231 between the new bridge over the River Wear and the junction with the A19.
Vauxhall Way Improvements (Phase 1)	Dualling the existing Vauxhall Way to increase capacity.
Northam Rail Bridge	Provision of a new, widened, replacement bridge on the A3024 corridor in Southampton.
A379 Bridge Road (formerly Exeter Outer Ring Road)	Major structural renewals on a key arterial route over the River Exe.
West Quay Road Realignment, Southampton	Realignment of West Quay Road by segregating through traffic using the “Inner Ring Road” from access only traffic accessing the city centre.
A614/ A6097 Corridor Scheme	Improvements to six junctions along the A614/A6097 corridor between the A46/A6097 junction at Bingham and the A614/A617/A6097 Ollerton roundabout junction.
Warrington Western Link Road	3km link road to the SW of Warrington Town Centre connecting the northern and southern communities of Warrington and providing new connection over the Manchester Ship Canal.
Norwich Western Link	New link to the west of Norwich.
Shrewsbury North Western Relief Road	New 7.3km single carriageway road linking the northern and western parts of Shrewsbury, including a new bridge over the River Severn and its flood plain, and a new bridge over the Chester/Shrewsbury railway line.
A500 Dualling	Dualling a 3.3km section of the A500 plus associated works to increase the capacity of the A500/A531/B5742 junction to the west.
Kendal Northern Access Route	New road linking the A591 Windermere Road to the A6 Shap Road north of Kendal in South Lakeland district of Cumbria.
A350 Melksham Bypass	Bypass of A350 to divert traffic away from the existing sub-standard route through Melksham and Beanacre.
Chesterfield Staveley Regeneration Route	6km single-carriageway with parallel provision for non-motorised users, connecting Chesterfield to allocated regeneration sites and to proposed HS2 Infrastructure Maintenance Depot at Staveley.
Aylesbury Eastern Link (Buckinghamshire)	3.7km road linking the A418 and A41 with adjoining shared cycleway.
Shipley Eastern Congestion Relief Road (Bradford)	Traffic congestion improvements to the south-eastern quadrant of Shipley.
A13/ A126 East Facing Slip Roads (Thurrock)	Simplifying the access on the A126/A13 junction by providing new eastern access from the A13.
Rocket Junction (Liverpool)	Replacement of signalised junction with an at-grade gyratory with a ‘hamburger’ layout; provision of an underpass for through traffic to/from M62; and improvements to nearby junctions. Scheme under review by council and subject to change.
