The Education and Skills Funding Agency (ESFA) closed on 31 March 2025. All activity has moved to the Department for Education (DfE). You should continue to follow these rules.

The mainstream funding calculations rule-base for adult skills guides on this page are for years 2019 to 2020 and 2025 to 2026.

This guidance is aimed at software suppliers and people developing internal software.

The funding calculations have been created using Oracle  Policy Modelling (OPM) technology. OPM builds business rules in the form of a rule base which is then deployed using the Oracle Policy Automation (OPA) engine.

This guidance contains the OPA rule base source documents for the mainstream adult skills calculation used by the Funding Information Service (FIS) and Submit Learner Data (SLD).
