The Local Outcomes Framework sets the 16 national priority outcomes that central government and local government will work in partnership to deliver, It is published alongside the Local Government Finance Settlement.
The outcomes-based approach of the Framework is designed to empower local leaders to make decisions that most effectively serve their communities, while demonstrating the essential role local government - as leaders of place, working with local partners - plays in supporting national priorities.
The priority outcomes in the Framework, ranging from housing and adult social care, to economic regeneration, are aligned with the key competencies for Mayoral Strategic Authorities in the English Devolution White Paper and Bill to support join-up between the different levels of sub-national government.
The draft Framework was published in July 2025 and since then has been tested with local government and the wider sector through webinars and a call for comment. This first full edition of the framework takes into account the feedback received.
