Local Nutrient Mitigation Fund Round 2: funding allocations

Summary

Following the announcement of Local Nutrient Mitigation Fund (LNMF) Round 1 funding recipients last year, Round 2 opened in March for further funding submissions. Local planning authorities affected by nutrient neutrality were invited to submit a bid for funding to deliver nutrient mitigation schemes, with the aim of progressing stalled housing delivery in affected catchments.

This government is clear that we need to act so that development can progress in areas affected by nutrient pollution, while delivering positive environmental outcomes.

We are announcing £45 million for 7 local authority areas for Round 2, and we will also provide these areas with capacity funding. Additionally, catchments over 10,000 hectares in size will each benefit from £100,000 of Nutrient Support Funding, which will be distributed to lead local planning authorities for each catchment.

Context

As set out in the King’s Speech on 17 July, reforming the planning system is key to unlocking our country’s economic growth, enabling us to deliver both the housing and critical infrastructure that communities need. The Planning and Infrastructure Bill offers the opportunity to accelerate housebuilding and infrastructure delivery by using development to fund nature recovery where currently both are stalled, unlocking a win-win outcome for the economy and for nature.  

We will work with nature conservation organisations, the development sector and other stakeholders to determine the best way forward. We will only act in legislation where we can confirm to Parliament that the steps we are taking will deliver positive environmental outcomes. We will provide further updates in due course. 

While this policy is developed, we are clear that we need to continue to take action so that development can continue in areas affected by nutrient pollution.

That is why we are announcing £45 million to 7 areas for the second funding round from the £110 million Local Nutrient Mitigation Fund (LNMF). This supports local planning authorities to bring forward nutrient mitigation schemes and progress stalled housing development.
