Details

Evaluation of the local major schemes (LMS) funded between 2011 and 2016. The main findings are that:

  • improvements relating to a scheme’s stated objectives were generally reported, for example, improvements to journey times, congestion and passenger satisfaction
  • delays in a scheme’s construction were most commonly due to adverse weather conditions and unforeseen ground conditions (which was also the most common reason for cost overruns)

The report identifies lessons learned for future evaluations, which are tailored for the Department for Transport (DfT) and scheme promotors respectively.

Compared to previous meta evaluations, there is some evidence of improvement in the quality of the analysis and reporting in some areas of scheme evaluation. However, further work is needed to improve quality and consistency.

DfT commissioned Atkins and Jacobs Joint Venture to carry out this work.
