On 19 November 2025, the Minister of State for Local Government and Homelessness, Alison McGovern MP, wrote to leaders of all councils in live local government reorganisation areas.

In the letter, the Minister reminded them that they need to adhere to the Publicity Code while developing and pursuing local government reorganisation proposals.
