​​On 19 November 2025, the Minister of State for Local Government and Homelessness, Alison McGovern, wrote to the leaders of Hampshire, Isle of Wight, Portsmouth and Southampton councils to inform them of the launch of the Hampshire, Isle of Wight, Portsmouth and Southampton local government reorganisation consultation.​

Gosport Borough Council and Isle of Wight council did not submit proposals for unitary local government and so the letter is not addressed to their leaders.

No changes have been proposed for the Isle of Wight, an existing unitary council.
