On 26 March 2026, Ministry of Housing, Communities and Local Government officials wrote to the chief executives of Hampshire, Isle of Wight, Portsmouth and Southampton councils to provide information around the secondary legislation that will be taken forward to implement a proposal for 5 unitary councils in Hampshire, Isle of Wight, Portsmouth and Southampton.​
