GCA levy funding policy 2025/26

The Groceries Code Adjudicator (GCA) publishes here the details of its levy on designated retailers for the financial year 2025/26. This fulfils the requirement of section 19(8) of the Groceries Code Adjudicator Act 2013.

On 16 June 2025, the Secretary of State for Business and Trade consented to a 2025/26 levy amount, methodology and approach if additional retailers are designated during the financial year.

Levy amount for 2025/26

The levy amount for 2025/26 is set at £2.2 million. This comprises £1.2 million for GCA operational costs and £1 million intended for use in the event of a GCA investigation, arbitration or for extraordinary operational costs.

Levy methodology

The 2025/26 levy will be split evenly between the designated retailers.

Designation of additional retailers

Any additional retailer designated under the Groceries (Supply Chain Practices) Market Investigation Order 2009 during the financial year 2025/26 will be charged a flat-rate levy payment of 1/14 of the total levy, pro-rated to reflect the portion of the GCA financial year remaining from the date of designation.

Levy funds received because of any additional designations will increase the size of the total levy above £2.2 million. These additional levy funds are necessary to allow the GCA to increase the level of resource to that required to effectively regulate additional retailers.

Unused levy funding is returned to designated retailers after the end of each financial year in the proportions in which it was contributed.
