DCMS letter to 21st Century Fox, Inc. and Sky plc informing them that the Secretary of State is minded to refer the proposed merger to a Phase 2 investigation on the grounds of media plurality, is minded not to accept undertakings in lieu of referral offered by the parties and is minded not to refer to a Phase 2 investigation in relation to a genuine commitment to broadcasting standards.
