Details of the proposal

The Environment Agency is proposing to vary (change) licence number 14/46/003/0842 held by Lawrence Trescher to protect the Dartmoor Special Area of Conservation (SAC).

The Environment Agency is required to give notice of this proposal. The Environment Agency give this notice in line with section 52 of the Water Resources Act 1991 (as amended by section 22 of the Water Act 2003) and regulation 31 of the Water Resources (Abstraction and Impounding) Regulations 2006.

This licence allows the licence holder:

Lawrence Trescher
The Croft (Ashton Mill)
Lower Ashton
Exeter
Devon
EX6 7QN

to abstract 8,640 cubic metres (m³) of water a day, and 3,153,600 m³ a year, referred to as the base licence. From November to May until the 31 December 2015 the licence holder can abstract 17,280 m³ a day and 3,663,360 m³ a year. The licence has an overall aggregate total of 17,280 m³ a day and 4,985,280 m³ a year. Abstraction is from the River Teign at Ashton Mill all year.

This is at National Grid Reference SX 84123 84626.

The licence holder can abstract water for power production.

The proposal is to vary the licence to reduce the base licence quantities that can be taken each day to 3,600 m³ and we propose to reduce the yearly quantity to 1,314,000 m³. We also propose to include a time limit on the licence so that it expires on 31 March 2026.

The Environment Agency has made this proposal as part of a programme to help restore sustainable abstraction.
