Margaret Beels was appointed Director of Labour Market Enforcement in November 2021. Her Labour Market Enforcement Strategy for 2025 to 2026 was submitted to government in May 2025.
Her strategy includes the 4 themes presented in all her previous strategies, with an added section focused on the Fair Work Agency (FWA).
The strategy makes 8 recommendations to be taken forward by the director’s office, the Department for Business and Trade, Home Office and by the 3 labour market enforcement bodies:
- Gangmasters and Labour Abuse Authority (GLAA)
- Employment Agency Standards Inspectorate (EAS)
- HMRC National Minimum Wage and National Living Wage team (HMRC NMW)
