The commission considered an application by Kop Hill Climb Limited for registration as a charity. Among other activities, the organisation was set up to run historic motoring events.

The commission formed the view that the organisation’s objects were not exclusively charitable and the organisation could not be registered as a charity. The commission upheld this view following a decision review.
