  1. The Justification Register has been updated to reflect the decision by Defra SoS on 13 March 2026 that the RR SMR is a justified practice.

  2. The Justification Register has been updated to reflect an application from the Home Office to x-ray scan freight vehicle cabins arriving at UK ports with the driver inside, and an application from UK Industrial Fusion Solutions Ltd. for the generation of energy from fusion of isotopes of hydrogen in a machine designed to either produce usable net energy or test the feasibility of producing usable net energy.

  3. The Justification Register has been updated to reflect an application submitted by the Nuclear Industry Association for a small modular reactor designed by Rolls Royce SMR.

  4. The previous update of 4 April 2024 here should have read: “The Justification Register has been updated with details of an application submitted by the Nuclear Industry Association for a lead-cooled fast reactor.”

Details

The Justification Register provides information on:

  • all applications received, including those of the Secretary of State under Regulations 9, 10, or 12 and (in Annex 1) applications and approvals under Regulation 21E
  • justification decisions and decision letters (where appropriate)
  • transitional arrangement determinations for new classes and types of practice and earlier justification decisions
  • determinations of reviewed existing practices
  • determinations of whether a practice is new or existing
  • re-determinations of decisions that existing practices are not justified

Decisions determined before JoPIIRR came into force in 2004

Regulation 19 requires that justification decisions determined in the UK before JoPIIRR came into force on 2 August 2004 (dealt with in Regulation 8) must appear on the Register.
