This protocol is between the Youth Justice Board (YJB), National Probation Service (NPS) and National Offender Management Service (NOMS).

It recognises developments and learning in this area of work, notably changes in the delivery of probation services for adults and the creation of Community Rehabilitation Companies. It includes a ‘Youth to Adult Transition Framework 2015 Process Map’ that replaces the ‘Youth to Adult Transitions Framework’ published in 2012.

English YOT partnerships were asked to sign up to the protocol and confirm local transitions arrangements with their NPS and CRC leads.
