Agenda item 1: Introductions & Agenda item 2: Chairs Opening and Introductory Remarks

1. Mike Haley (Chair, Cifas) welcomed attendees to the second meeting of the Joint Fraud Taskforce (JFT) Stakeholder Group.

2. Mike outlined that the Stakeholder Group will place an emphasis on vulnerability with three speakers with different viewpoints talking to reports around the issues of vulnerability, followed by a Q&A session. Mike also advised attendees on the recently released UK Finance fraud figures.

Agenda item 3: Minutes of the 29 May Stakeholder Group Meeting and Matters Arising

3. The Minutes from the 29 May Stakeholder Group were approved. Agenda item 4: Introduction of the dedicated JFT website hosted by Cifas

4. Cifas introduced the dedicated JFT website which will host details of the JFT Board, Minutes, Work Programme, and aims and objectives. The website will also seek to act as a repository of education and awareness materials and Cifas asked attendees to consider allowing their materials to be hosted on the JFT website.

5. Katy Worobec (UK Finance) asked if Minutes on the website will be redacted to ensure that sensitive discussions or attributable comments were not leaked to the press or fraudsters. Cifas advised that Minutes from the JFT 1.0 were the same as those already hosted on Gov.UK and the Minutes from JFT 2.0 would be appropriately reviewed before posting on the website.

Agenda item 5: Synopsis of APPG Financial Crime and Scamming Report; Cyber Fraud – Professor Keith Brown

6. Keith Brown (Bournemouth University) provided a short overview of the key findings of the APPG Financial Crime and Scamming Report – Cyber Fraud.

Agenda item 6: Synopsis of DEMOS Research; Protected by Design – Heather Rolfe

7. Heather Rolfe (DEMOS) provided an overview of the key findings and recommendations from the DEMOS Protected by Design Research.

Agenda item 7: Launch of APPG Financial Crime and Scamming Report: The Impact of Fraud and Scams on Vulnerable People – Neil Masters

8. Neil Masters (Cifas) delivered a presentation to launch the APPG Report: Impact of Fraud and Scams on Vulnerable People.

Agenda item 8 – Q & A Panel Session

9. A Q & A session was then held to discuss the key points and recommendations arising from all 3 of the presentations.

10. Key themes and points from the discussion were

  • a. Need to capture consistent, qualitative and comprehensive data to better understand the current issues and identify workable solutions.
  • b. Ensure organisations are clear about the definitions of capacity.
  • c. Support for victims of fraud, set clear and consistent national standards for the provision of local services that can be commissioned by Police and Crime Commissioners.
  • d. Provide individuals with the ability to self-declare vulnerability and ensure the right tools and support are available to safeguard those people.
  • e. Ensure that there is clear and consistent messaging to the public.
  • f. Ensure that there is appropriate and consistent support for fraud victims which may take the form of a national fraud victim’s service.

Agenda item 9 – Progress of JFT work streams

11. The leads of each work stream provided a short overview of their respective work programmes:

  • a. Alex Rothwell (CoLP) and Louise Baxter (NTS) updated attendees on the review of the Collective Response group and the findings of the report produced from that review. Alex also updated on the Threat Group which is co-chaired by NECC and CoLP. This group will support both the NECC and JFT in identifying and understanding threats and developing projects to tackle those threats.

  • b. John Formby (UK Finance) updated attendees on an upcoming Legal and Regulatory meeting due to be held in early October to scope and discuss regulatory challenges, and agree a work plan moving forward.

  • c. Adrian Gorham (O2) updated attendees on a recent workshop between Banks and Telecommunication providers to discuss vulnerabilities that are exploited by fraudsters and potential areas to strengthen fraud controls. A report will be produced outlining the work plan going forward.

  • d. Melissa Dring (NTS) updated on the work of the BSI PAS 17271 working group which has now been combined with the Banking Interventions working group. The next meeting will take place in October.

Agenda item 10 – AOB

12. Graeme Biggar (NCA) provided a brief update on ongoing work being undertaken around policing and fraud.

Agenda item 11 – Theme of next Stakeholder Group meeting

13. Mike Haley asked whether attendees found a themed Stakeholder Group a useful exercise. Attendees agreed that it was useful to have a theme for each Stakeholder Group. Mike suggested themes such as Social Media, Open Banking and future threats as potential areas for discussion at the next meeting.

14. Mike also advised that as a result of a JFT sponsored meeting with Twitter. Twitter have amended their policy on abuse, enabling users to report accounts promoting financial scams.

15. The next Stakeholder Group meeting will be in January 2020 exact date to be confirmed.
