Joint Fraud Taskforce management board minutes: 23 July 2025

Lord Hanson opened the meeting by outlining the agenda and welcoming members of the Joint Fraud Taskforce (JFT).
Baroness Jones provided an update on the implementation of the Online Safety Act (OSA) and stressed the importance of continued collaboration with technology companies following the Mansion House letter.
Emma Reynolds MP reaffirmed that tackling fraud remains a top priority for HM Treasury, linking effective fraud prevention to economic growth and consumer protection.
Fraud Strategy progress
Lord Hanson welcomed the productive engagement from JFT members and provided an update on the development of the Strategy, including outlining the new strategic approach and key measures.
Home Office officials stressed the importance of collaboration between government, industry and law enforcement, in particular given the changing fiscal environment. This sentiment was shared by all attendees.
Lord Hanson closed by thanking all contributors for their efforts, acknowledging the importance of continued engagement.
Online Fraud update
The National Crime Agency (NCA) provided an overview and update on the development of a multi-agency public private partnership to disrupt online fraud and volume cyber-crime.
Lord Hanson highlighted that this approach is likely to become a key part of the part of the next fraud strategy and welcomed continued support from JFT members.
Telecommunications 2 Charter update
Lord Hanson expressed appreciation for the continued engagement and support from the telecommunications industry in the fight against fraud.
The Communications Crime Strategy Group (CCSG) set out some of the key commitments and actions that will be included in the new charter.
CCSG confirmed their intention to sign the charter in October this year with commitments running for a 12-month period.
International work
Home Office officials presented an update on the UNODC and INTERPOL Global Fraud Summit which is scheduled for March 2026. The Summit will strengthen the international response by raising global standards to counter fraud.
The recent visit to Nigeria by Lord Hanson was noted which included the signing of the Memorandum of Understanding (MoU) between the Nigerian and UK government. The MoU covers intelligence sharing and capacity building.
Lord Hanson encouraged stakeholders to engage with the UN conference.
Insurance Charter update
The Association of British Insurers (ABI) set out progress made since March, which includes an effective consumer awareness campaign on ghost broking, hosting the ABI fraud conference with Luke Charters MP and their work with Victims Support to understand best practice on victim support within the sector.
