The Heads of Terms Agreement for the Islands Growth Deal was signed 17 March 2021 by UK Government Minister for Scotland Iain Stewart, Scottish Government Cabinet Secretary for Transport, Infrastructure and Connectivity, Michael Matheson, and leaders of Comhairle nan Eilean Siar, Orkney Islands Council, and Shetland Islands Council.
