Referral to the Secretary of State for Health was made by the Scrutiny of Health Committees of East Riding of Yorkshire and North Yorkshire County Council. The proposed changes relate to services provided from Scarborough Hospital, Bridlington and District Hospital, Malton and District Hospital and Whitby Hospital.
