Referrals to the Secretary of State for Health were made by Stockton-on-Tees Borough Council Health Select Committee and the Section 7 Joint Consultation Committee. The proposed changes relate to services provided primarily from the University Hospital of North Tees, Stockton-On-Tees and the University Hospital of Hartlepool.
