At the IPCC’s 49th Plenary Session (Kyoto, Japan 8 to 12 May 2019), the panel decided that its Task Force on National Greenhouse Gas Inventories (TFI) would produce a ’Methodology Report on Short-lived Climate Forcers’ following Appendix A to the ‘Principles Governing IPCC work’. 

This methodology report will provide guidance on measuring anthropogenic emissions from key short-lived climate-forcing substances, including nitrogen oxides, carbon monoxide, and others, which significantly contribute to global and regional air quality and climate change.

The IPCC is inviting experts to register as prospective reviewers of the First Order Draft (FOD) of the methodology report.

Registration closes at 11pm on 13 February 2026.
