Initiating an anti-dumping investigation about imports of urea ammonium nitrate solutions, originating in Russia, USA, Trinidad & Tobago.

An investigation was announced in the Official Journal ref. C284/9 dated dated 13 August 2018, relating to imports of mixtures of urea and ammonium nitrate in aqueous or ammoniacal solution, originating in Russia, USA, Trinidad and Tobago.

Please note this investigation and any measures imposed will be subject to the amended rules for anti-dumping duty.

Regulation (EU) 2018/825 which entered into force on 8 June 2018 introduced, among other things, significant changes to the timetable and deadlines previously applicable in anti-dumping proceedings. In particular, investigations will be conducted more expeditiously and provisional measures, if any, will be imposed up to two months earlier than previously. The time limits for interested parties to come forward, in particular at the early stage of investigations, are shortened.

In view of those changes, the Commission considers appropriate to establish a more structured timeframe for the conduct of anti-dumping investigations to ensure that the proceedings can be completed within the mandatory time limits in full respect of the interested parties’ rights of defense.

Please refer to the initiation document for a timetable for this investigation, and specific instructions for the submission of information at various stages of the investigation and the organisation of hearings. Requests for extensions to deadlines will be made stricter.
