Investigation of corrosion resistant steel from China (Anti-Dumping Duty 2371)

Initiating a circumvention investigation concerning certain corrosion resistant steel originating in the People’s Republic of China and making imports subject to registration.

The Commission has announced, in implementing regulation 2019/1948, OJ L304, the initiation of an investigation to establish whether the Anti-Dumping Duty on imports of corrosion resistant steel, originating from the People’s Republic of China.

It is suspected that the measures are being circumvented by slight modifications of the product concerned, without sufficient cause or economic justification.

1. Products affected

The following products are the subject of this investigation and will be registered by customs authorities for 9 months:

  • flat-rolled products of iron or alloy steel or non-alloy steel
  • plated or coated by hot dip galvanisation with zinc, aluminium or magnesium and combinations thereof, whether or not alloyed with silicon
  • chemically passivated
  • with or without any additional surface treatment such as oiling or sealing
  • containing by weight not more than:
    • 0.5% of carbon
    • 1.1% of aluminum
    • 0.12% of niobium
    • 0.17% of titanium
    • 0.15% of vanadium
  • presented in coils, cut-to-length sheets and narrow strips

2. Products not affected

The following products are excluded from the scope of the investigation:

  • of stainless steel, of silicon-electrical steel, and of high speed steel
  • not further worked than hot-rolled or cold rolled (cold-reduced)
  • products currently subject to the anti-dumping on corrosion-resistant steel

The regulation takes effect from 27 November 2019.

  • 7226 99 70 13
  • 7226 99 70 93

If circumvention is established Anti-Dumping Duty may be applied retrospectively to such goods, imported during the nine month registration period (unless the exporter or producer has applied for exemption and met the conditions for this to be granted).
