This measure introduces the draft legislation for the annual international student levy on higher education providers from 1 August 2028.

Details
The international student levy will require higher education providers to pay a flat fee of £925 per international student per year. It will be collected by the Office for Students and fully reinvested into higher education and skills. It will take effect from 1 August 2028.
The government consulted and published an impact assessment on the technical design and delivery of this policy from 26 November 2025 to 18 February 2026.
The government’s technical consultation response confirms the intended operation of the levy.
