Dear Minister,
Thank you for your letter of 21 July 2025. I welcome the Government’s positive response to the recent Additional Report from the Infected Blood Inquiry.
I understand the need for further expert clinical and legal advice to inform the consultations that you will be undertaking before final decisions are made on some of the recommendations. I will do my best to ensure that you receive that advice as soon as proper reflection allows.
I am pleased that you wish the work of the Expert Group going forward to be more transparent than was possible under our previous terms of reference. I know that this will be welcomed by my colleagues. I will discuss how best to achieve this with your officials.
The additional membership that you propose will enhance the Group’s ability to give you informed advice. I note that you plan to seek community views before making those appointments. In anticipation, I will liaise with your officials to begin preparations for their induction so that we can get to work as soon as is practicable.
I am grateful for the opportunity to support you to improve the Infected Blood Compensation Scheme. Thank you for asking me to continue to serve in this way.
Yours sincerely,
Professor Sir Jonathan Montgomery FMedSci
