This statutory guidance is for:

  • local authorities
  • children’s services
  • independent reviewing officers (IROs)

It applies to local authorities and IROs when planning care and reviewing arrangements for looked-after children.

The handbook covers:

  • the roles and duties of IROs in caring for looked-after children
  • the strategic and managerial responsibilities of LAs in establishing an effective IRO service

It should be used in conjunction with ‘Volume 2 - Children Act 1989: care planning, placement and case review’.

This document replaces the 2004 guidance ‘Independent reviewing officers guidance: Adoption and Children Act 2002’.
