Incidences where driving examiners have been convicted of bribery in relation to passing candidates on driving tests

Published 20 August 2013

Applies to England, Scotland and Wales

This is Freedom of Information request IA/0015413.

1. Request

Since records began, how many recorded incidences do you have whereby driving examiners (examiners of any vehicle category: car, motorbike, bus, hgv etc) have been arrested, prosecuted, convicted for corruption, bribery, misconduct in public office in relation to passing candidates on tests in exchange for money, sexual favours or anything else. At what test centres have these happened and how many times. Also according to your records, how many persons are suspected of currently holding licences (by means of such said fraud) when they shouldn’t.

2. Response

DSA’s records show that two driving examiners have been convicted of receiving bribes to pass a candidate undertaking a practical driving test. These examiners worked at the Barnett and Barking driving test centres.

Our records also show that a further four driving examiners are awaiting trail for receiving bribes. Information about which test centres they worked at is exempt from release under section 40(2) (personal data) as it would not be fair for this information to be disclosed. A copy of this exemption in full is attached at Annex A.

All licences where we can prove a bribe was offered to and accepted to achieve a pass in a practical test are revoked. DSA will not leave an individual with a valid licence where there is evidence of a bribe. Our records show that 114 licences have been revoked.
