Imports of urea and ammonium nitrate solutions from Russia, USA and Trinidad and Tobago (Anti-Dumping Duty 2361)

The Commission announced in Implementing Regulation 2019/1688, OJ ref. L258, the imposition of definitive Anti-Dumping Duty on imports of mixtures of urea and ammonium nitrate in aqueous or ammoniacal solution from Russia, USA and Trinidad and Tobago.
This regulation takes effect from 10 October 2019.
The product is classified within Combined Nomenclature code 3102 8000 00.
The rates of the definitive Anti-Dumping Duty applicable to the net-free-at-Union-Frontier price, before duty and produced by the companies listed will be as follows:

The application of individual duty rates for the above named companies is conditional upon presentation to customs authorities of a valid commercial invoice containing the declaration below by an official of the company.
It must be identified by name and function, which is also signed and dated:
‘I, the undersigned, certify that the (volume) of (product concerned) sold for export to the European Union covered by this invoice was manufactured by (company name and address) (TARIC additional code) in (country concerned). I declare that the information provided in this invoice is complete and correct.’
If no invoice like this is presented, the duty applicable to all other companies will apply.
Amounts secured by way of provisional Anti-Dumping Duty will be definitively collected. Amounts secured in excess of the definitive Anti-Dumping Duty rate may be reclaimed.
Anti-Dumping Duty will not be retrospectively applied to imports of the product during the 3 week registration period, prior to the imposition of provisional Anti-Dumping Duty.
