Imports of steel wind towers from China (anti-dumping duty 2440)

The Commission has announced in the Official Journal ref. 2020/C351/08 dated 21 October 2020, the initiation of an anti-dumping investigation concerning imports of steel wind towers, originating in the People’s Republic of China.

1. Products affected

Product description:

  • utility scale wind towers and sections thereof
  • whether tapered or not
  • whether assembled or not
  • whether including an embedded tower foundation section or not
  • whether joined with nacelles or rotor blades or not
  • that are designed to support the nacelle and rotor blades for use in wind turbines that have electrical power generation capacities
  • either in onshore or offshore applications
  • equal to or in excess of 1 megawatt
  • with a minimum height of 50 meters measured from the base of the tower to the bottom of the nacelle (where the top of the tower and nacelle are joined) when fully assembled

2. TARIC codes

The products under investigation are classified with the following TARIC codes:

  • 7308 2000 11
  • 7308 9098 11
  • 8502 3100 11
  • 8502 3100 85

This investigation also covers:

  • when re-exported within the meaning of the Union Customs Code to an artificial island, a fixed or floating installation, or any other structure in the continental shelf of a member state or the exclusive economic zone declared by a member state pursuant to United Nations Convention for the Law of the Sea (UNCLOS)
  • which is received on an artificial island, a fixed or floating installation, or any other structure in the continental shelf of a member state or the exclusive economic zone declared by a member state pursuant to UNCLOS and does not fall within the previous paragraph of this point

This investigation could result in provisional anti-dumping duty being imposed within 7 to 8 months and definitive anti-dumping duty in 13 to 14 months. The duties may also be extended to products sent to or received at the continental shelf and exclusive economic zones.
