Imports of steel road wheels, originating in the People’s Republic of China (Anti-Dumping Duty 2322)

The Commission announced an investigation in the Official Journal ref. C60 dated 15 February 2019, concerning imports of steel road wheels, whether or not with their accessories and whether or not fitted with tyres, originating in the People’s Republic of China.

Products affected are designed for:

  • road tractors
  • motor vehicles for the transport of persons
  • motor vehicles for the transport of goods
  • special purpose motor vehicles (e.g. fire fighting vehicles, spraying lorries)
  • trailers, semi-trailers, caravans and similar vehicles not mechanically propelled

These goods currently fall within Combined Nomenclature (CN) codes

  • 8708 7099 20
  • 8708 7099 80
  • 8716 9090 95
  • 8716 9090 97

Exclusions - road wheels of steel for:

  • the industrial assembly of pedestrian-controlled tractors within CN sub-heading 8701 10
  • of vehicles falling within CN heading 8703
  • of vehicles falling within CN heading 8704 with either a compression-ignition internal combustion piston engine (diesel or semi-diesel) of a cylinder capacity not exceeding 2500 cm³ or with a spark-ignition internal combustion piston engine of a cylinder capacity not exceeding 2800 cm³
  • of vehicles falling within CN heading 8705
  • wheel centres in star form, cast in one piece, of steel
  • wheels for road quad bikes
  • wheels for motor vehicles specifically designed for uses other than on public roads (for example wheels for agricultural tractors or forestry tractors, for forklifts, for pushback tractors, for dumpers for off-highway use)

This investigation and any measures imposed will be subject to the amended rules for Anti-Dumping Duty as detailed in Regulation (EU) 2018/825. In particular please note:

  • investigation period is shortened to 13 to 14 months
  • any provisional duty to be imposed no later than 7 to 8 months from initiation
  • new procedures and timescales for interested parties to request information and make comment
