The Commission announced in regulation 2019/1693 OJ ref. L259 the imposition of provisional Anti-Dumping Duty on imports of steel road wheels, whether or not with their accessories and whether or not fitted with tyres, from the People’s Republic of China.
This regulation takes effect from 11 October 2019.
This product is designed for:
- road tractors
- motor vehicles for the transport of persons or goods
- motor vehicles for the transport of persons and goods
- special purpose motor vehicles (for example, fire fighting vehicles, spraying lorries)
- trailers, semi-trailers, not mechanically propelled, of road tractors
These goods currently fall within Combined Nomenclature (CN) codes:
- 8708 7010 80
- 8708 7010 85
- 8708 7099 20
- 8708 7099 80
- 8716 9090 95
- 8716 9090 97
Exclusions include:
- road wheels of steel for the industrial assembly of pedestrian-controlled tractors within CN sub-heading 8701 10
- wheels for road quad bikes
- wheel centres in star form, cast in one piece, of steel
- wheels of motor vehicles, specifically designed for uses other than on public roads (for example, wheels for agricultural tractors or forestry tractors, for forklifts, for pushback tractors, for dumpers designed for off-highway use)
- wheels for passenger car trailers, caravans, agricultural trailers and other trailed agricultural equipment used in fields, with a rim diameter of maximum 16 inches
The rates of the provisional Anti-Dumping Duty applicable to the net free-at-Union-frontier price, before duty, will be as follows.

The application of the duty rates specified for the named companies is conditional upon presentation to the Member States customs authorities of a valid commercial invoice, on which appears a declaration, dated and signed by an official of the entity issuing such invoice, identified by his/her name and function, as follows:
‘I the undersigned, certify that the (volume) of (product concerned) sold for export to the European Union covered by this invoice was manufactured by (company name and address) (TARIC additional code) in (country concerned). I declare that the information provided in this invoice is complete and correct.’
If no such invoice is presented, the duty applicable to all other companies will apply.
The release for free circulation in the Union of the product will be subject to the provision of a security deposit equivalent to the amount of the provisional duty.
The provisional duty will be in force for 6 months.
The customs declaration must indicate the number of pieces in the supplementary units box of the Single Administrative Document (SAD).
