Imports of certain corrosion resistant steels from China (anti-dumping duty 2448)

Correcting regulation 2020/1156, extending the definitive anti-dumping duty on imports of certain corrosion resistant steels, originating in the People’s Republic of China, to imports of slightly modified products.

By regulation 2020/1994, OJ L410, the Commission has made corrections to regulation 2020/1156 extending the anti-dumping duty on imports of certain corrosion resistant steel, originating from the People’s Republic of China, to imports of slightly modified products.

The following are subject to the extended anti-dumping duty:

  • flat-rolled products of iron or alloy steel or non-alloy steel
  • plated or coated by hot dip galvanisation with zinc and/or aluminium and/or magnesium, whether or not alloyed with silicon
  • chemically passivated
  • with or without any additional surface treatment such as oiling or sealing
  • containing by weight not more than:
    • 0.5% of carbon
    • 1.1% of aluminum
    • 0.12% of niobium
    • 0.17% of titanium
    • 0.15% of vanadium
  • presented in coils, cut-to-length sheets and narrow strips

Excluded products:

  • of stainless steel, of silicon-electrical steel, and of high speed steel
  • not further worked than hot-rolled or cold rolled (cold-reduced)

This regulation takes effect from 6 August 2020.

The products to which the duty is extended are classified in the following commodity codes:

The rate of the definitive anti-dumping duty applicable to the net free-at-Union-frontier price, before duty, of the product will be 27.9% for all companies:

This extended duty does not apply to imports of the products which were produced by the companies listed below:

The exemptions granted to the two companies above is conditional upon presentation to the customs authorities of the Member States of a valid commercial invoice, issued by the producer, with a declaration dated and signed by an official of the entity issuing such invoice, identified by his/her name and function. This declaration format will be as follows:

‘I, the undersigned, certify that the (volume) of certain corrosion resistant steels sold for export to the European Union covered by this invoice was manufactured by (company name and address) (TARIC additional code) in (country concerned). I declare that the information provided in this invoice is complete and correct.’

If no such invoice is presented, the anti-dumping duty of 27.9% will apply.

Customs authorities will collect the extended duty, retrospectively, on imports of the product registered from 27 November 2019 to 5 August 2020 and the difference in the duty rates paid from 6 August 2020 to date.
