A progress report on how the government has implemented the recommendations from the Independent Review of Restraint in Juvenile Secure Settings from 2008.

The Independent Review of Restrant in Juvenile Secure Settings and the government response were published on 15 December 2008.

The independent Chairs, Peter Smallridge and Andrew Williamson were appointed as Independent monitors for two years on the implementation of their report.

This is a report of their observations over the two year monitoring period and records how far the government and associated agencies have progressed on implementing their original recommendations.
