The research explores the underlying causes of the English housing affordability crisis. The report finds causal evidence that regulatory constraints have had a serious negative long-run impact on housing affordability and have increase house price volatility.

The report goes on to propose an alternative solution of giving greater incentives to local planning authorities to encourage housing development.
