Impact Economy Advisory Council : Expression of Interest

The Government is seeking expressions of interest for members of a new External Advisory Group on the Impact Economy, named the Impact Economy Advisory Council, to meet quarterly in the Cabinet Office from Autumn.
Background on the Impact Economy Advisory Council
The government recognises the impact economy as a diverse ecosystem of purposeful organisations and capital, with a shared aim of delivering a strong and sustainable economy in which everyone benefits. The impact economy can include, but is not limited to:
- Impact investors, including social and institutional impact investors;
- Philanthropists, including philanthropic individuals and foundations; and
- Purpose-driven businesses, including B Corps, community businesses, co-operatives and mutuals, mainstream businesses seeking to achieve positive societal impact, social enterprises and trading charities.
This ecosystem is a substantial and growing contributor to the UK economy that is already delivering significant social and environmental benefits against the government’s top domestic priorities. It is imperative that this government works more strategically and effectively with the impact economy, so that every pound of public funding works harder to greater private and public impact capital and resources in support of national renewal. The Impact Economy Advisory Council, in conjunction with the Office for the Impact Economy as launched by the PM in December 2025, will advise on this agenda.
How the Impact Economy Advisory Council works
The Impact Economy Advisory Council is intended to act as an advisory body to the government on its policy, strategy and engagement activity related to growing the impact economy; though its activity and exact remit should remain dynamic to changing priorities. General functions can include, but are not limited to:
- Facilitating input and constructive challenge of direction and substance of government activity, from a group with diverse technical expertise across the breadth of the impact economy;
- Providing a voice in government for the impact economy as a whole, ensuring that continuous and long-term workstreams stay aligned with its needs; and
- Creating informal channels for wider government engagement with the impact economy, including through members’ networks.
The Impact Economy Advisory Council will be supported by a small, dedicated team in the Office for the Impact Economy as secretariat. Senior decision-makers from across government and the Civil Service will attend on an ad-hoc basis, creating a forum for bold thinking about how to maximise the opportunities to work more effectively with the impact economy across every part of government.
To make the selection as open and transparent as possible, and to maximise the breadth of experience and perspective, expressions of interest are being sought for Impact Economy Advisory Council Members.
Desired Experience
The Government is seeking representatives with experience from across the full breadth of the impact economy. This could range from grassroots organisations to financial institutions, across the Voluntary and Charity Sector, trusts and foundations, or purpose driven businesses of any size. Across the membership of the Impact Economy Advisory Council as a whole, the government is also seeking a diversity of voices across protected characteristics, geographies, and organisation size.
More broadly, the government is seeking Impact Economy Advisory Council members who posses:
- A deep understanding of the impact economy in the UK today;
- A track record of working collaboratively at senior levels to drive impact, with a strong network in the impact economy;
- An ability to identify, analyse and solve problems, and the desire to do so;
- A passion to seize this moment of opportunity for reimagining how government and the Impact Economy can work together in genuine partnership.
Time Commitment and Term
The intention is for the Impact Economy Advisory Council to meet quarterly in the Cabinet Office, beginning in Autumn 2026. Applicants will be expected to agree to appropriate terms of appointment before taking up the role. There will not be remuneration for Impact Economy Advisory Council members, but reasonable travel expenses and subsistence will be covered.
