The complaint is from 3 non-governmental organisations (NGOs) stating that Bonsucro ltd, a UK company, did not comply with the Organisation for Economic Co-operation and Development (OECD) guidelines.
The 3 NGOs are:

- Cambodian League for the Promotion and Defense of Human Rights (LICADHO)
