Qualitative research report commissioned by BIS and the Department for Work and Pensions to explore:

  • how Jobcentre Plus personal advisers (PAs)‘ define skills need’
  • how Jobcentre Plus PAs currently identify claimants’ skills needs
  • how identfying skills can be embedded within the Jobcentre Plus offer.

The Jobcentre Plus offer aims to allow more flexibility to Jobcentre Plus managers and advisers to judge which interventions will help individual claimants most cost effectively.
