Details

The Housing Delivery Test (HDT) 2025 measurement is an annual measurement of housing delivery in the area of relevant plan-making authorities (non-metropolitan districts, metropolitan boroughs, London boroughs and development corporations with plan-making and decision-making powers), looking back over the financial years 2022/23, 2023/24 and 2024/25. 

Stakeholders will be aware that we were operating to a delayed publication timetable for HDT as a result of planning reforms and associated consultations. The 2024 and 2025 HDT measurements have been published together to help re-establish a regular Housing Delivery Test publication cycle. The publication of both years’ results together brings the Housing Delivery Test up to date and ensures the latest information on housing delivery is used. 

The 2025 Housing Delivery Test results represent the most up-to-date assessment of housing delivery and should be used for decision-making purposes (as set out in Annex D of the Framework). The 2025 measurement supersedes the 2024 measurement. 

Alongside the results, the department has published an updated Housing Delivery Test Rule Book and accompanying technical note.  

The HDT Rule Book sets out how the measurement is calculated and includes changes relating to unmet need adjustments to Local Housing Need and transitional arrangements for the revised standard method. These changes have been applied to the 2024 and 2025 HDT measurements.  

Accompanying the measurement is a technical note illustrating the process followed in order to calculate the test measurement.  

An authority’s measurement may be recalculated, and any policy consequences refreshed if they adopt a new housing requirement between publications of the HDT measurement (as set out in Housing Delivery Test rule book). Where this is the case, please contact the relevant authority for their HDT measurement.
