The Housing Delivery Test 2022 measurement is an annual measurement of housing delivery in the area of relevant plan-making authorities (non-metropolitan districts, metropolitan boroughs, London boroughs and development corporations with plan-making and decision-making powers), looking back over the previous 3 financial years - 2019/20, 2020/21 and 2021/22.

The Housing Delivery Test Rule Book sets out how the measurement is calculated.

Accompanying the measurement is a technical note illustrating the process followed in order to calculate the test measurement.

An authority’s measurement may be recalculated, and any policy consequences refreshed if they adopt a new housing requirement between publications of the Housing Delivery Test measurement (as set out in Housing Delivery Test Rule Book). The national lockdown, announced on 23 March 2020, was an unprecedented event which saw temporary disruption to local authority planning services and the construction sector. This is reflected in the 2022 results - we reduced the ‘homes required’ within the 2019 to 2020 year by a month and within the 2020 and 2021 year by 4 months in the Housing Delivery Test.

Please note that authorities that are not required to continually demonstrate a 5-year housing land supply as per paragraph 76 of the National Planning Policy Framework should disregard the 20% buffer requirement.
