Introduction
1. As detailed in a letter to local authority (LA) Chief Finance Officers on 24 August 2018, the purpose of this circular is to confirm the additional funding of £4.5million that will be allocated to LAs to support the costs of reviewing their non-passported self-employed caseload, where a Housing Benefit (HB) claimant’s and/or partner’s declared earnings have remained unchanged for over 12 months. This is part of the ongoing drive to reduce HB Fraud & Error.

2. The Department for Work and Pensions (DWP) produced a scan of approximately 75,000 cases across Great Britain, which was distributed to LAs week commencing 3 September 2018 that listed, by LA, those cases affected. We will follow up with a second smaller scan (about 6,000 cases) in December 2018, listing those cases that newly satisfy the criteria at that point. The scans will be encrypted and issued to the usual contacts (via the normal Real Time Information data route) within each LA.
3. Annex A provides details of funding secured by DWP for each LA participating in this review. This was calculated using a unit cost of £31.16 per earner. This was derived by doubling the recognised change of circumstances unit cost of £15.58 to allow for the complexity of the work, overpayment recovery action and the requirement to maintain some simple management information. Funding is based on each LA’s reported self-employed caseload.
Payment arrangements
Each LA will receive their funding as a single payment totalling their allocation shown in Annex A the week commencing 8 October 2018.
